404 means that the page is unexistent, probably you specified a wrong url or didn't place it between ", like "http://hosr/blah?blahblah"
then consider that vbfdown is very very very old (an pratically no longer supported) and so it's prone to errors caused by itself or by the format of the vbulletin forums which is changed in all these years.
